General Information

The Cliffs Mobile Home Park is a 55+ mobile- and manufactured-home community, located in the Allied Gardens neighborhood of San Diego, off Mission Gorge Road. It comprises 262 two- and three-bedroom homes on 21 terraced acres overlooking the San Diego River gorge at the east end of Mission Valley. The park was established in 1965 and developed in two stages: Lower Cliffs and Upper Cliffs.

Space rent for new lessees at this time is approximately $1,550 to $1,600 per month, depending on location and other factors. Existing lessees pay slightly lower rents. See also Information for Prospective Homeowners.

Age Restrictions

At least one regularly residing homeowner in each residence must be 55 years of age or older. All other regularly residing residents (spouse, children, relatives, roommates, long-term guests, etc.) must be at least 21 years old, except for a live-in care provider (pursuant to a medical provider’s order), who must be at least 18.

Use Restrictions

Residents may not run a business out of the home, except for Internet or other types of businesses that involve no physical traffic. Subletting of the home is not permitted.

Parking & Towing

Each home comes with a carport and/or driveway, and residents are expected to use them, not park on the street. Street parking is allowed only for brief periods during the day by guests and service people. Overnight guests should park in Guest Parking areas, which are located across from the Main Clubhouse, in front of the Upper Clubhouse, and next to the laundry facilities in the northwest and southeast corners of the Lower Cliffs. Visitors to the Main Clubhouse, pool, spa, and manager’s office should park in the Visitor Parking area in front of the Main Clubhouse. Visitors to the Upper Clubhouse can park in the Guest Parking spaces there.

The park hires Expedite Towing to patrol the property and tow illegally parked vehicles. To retrieve a towed vehicle, visit Expedite Towing at 7304 Mission Gorge Rd., or call them at 619-255-7179.

Street Cleaning

Street cleaning takes place the second and fourth Thursday of each month. This is a good time to sweep all the leaves, berries, pods, and other debris dropped by the trees out into the street. Be sure that all cars are off the street so as not to impede the street cleaning.

Pets

In addition to service animals, each resident is allowed to keep one dog or one indoor cat. A dog must be no larger than 25 pounds at maturity, and certain breeds that have a reputation for aggressive behavior are prohibited. Dogs must be kept on a leash when being walked, and their feces picked up and properly disposed of. Dogs may not enter indoor common areas, such as a clubhouse or laundry room, or the pool/spa area. An unfenced “dog park” is located in the Main Clubhouse area next to the shuffleboard court.

Utilities

Water & Sewer: Homes are individually metered for water use, but usage is billed by and paid through The Cliffs, on the same bill as that for monthly space rent.

Gas & Electric: Homes are individually metered for gas and electric use, and individually billed by San Diego Gas & Electric (sdge.com, 800-411-7343).

Note: The park was recently upgraded to 100-amp electrical service. However, this is the maximum available service—actual service to any particular home will be limited to that permitted by its internal wiring and breaker box. You may need to hire a licensed electrician to increase the electrical service to your home, such as when installing central air conditioning.

Cable/Internet: Cable TV and Internet are optionally available from Cox Communications (cox.com, 619-262-1122) and AT&T (att.com, 800-288-2020), and individually billed by them.

Security

Most residents at The Cliffs consider it to be a safe place to live. Serious criminal incidents have been rare to nonexistent. People who need to go out late at night, such as dog owners, generally feel safe doing so. However, The Cliffs is not a gated community. Car break-ins and thefts from carports have occasionally been reported. Do not leave anything remotely valuable visible in your automobile, and do not leave anything of serious value in the carport area.

If you observe persons whom you suspect are not residents or guests around the property at night, call the police non-emergency line at 619-531-2000 to report trespassers.

In an emergency, dial 911. From a cell phone, it may be necessary to dial 619-531-2065 to reach 911 in San Diego.

Laundry

Several laundry rooms are available for residents who lack laundry facilities at home. They’re located in the northwest and southeast corners of the Lower Cliffs, and attached to the Upper Clubhouse in the Upper Cliffs. Laundry rooms are open from 9 am to 5 pm every day.

Trash & Recycling

Curbside trash and recycling pickup is provided by Waste Management (wm.com, 619-596-5100 or 800-596-7444). Pickup is each Tuesday, or one day later in weeks containing a major holiday. Each home is provided with one cart for trash (gray), one for recyclables (blue), and one for organic waste (green); 32- and 64-gallon carts are available.

The cost for regular weekly pickup is about $32.00 per month, invoiced every two months. Automatic payment, billed to your credit card or deducted from your bank account, can be set up online. If you choose to be billed with a paper bill, a service charge will be assessed.

Carts should be placed in the street the night before pickup, or, at the latest, by 7 AM the day of pickup. Place the wheels against the curb so that the carts are facing in the direction that allows them to be picked up by the automatic lift (further instructions are on the carts). The carts should be spaced a few feet apart from each other, and from any other object, such as a parked car. Put out the carts for pickup only when they’re full. Be sure to bring the carts in from the street by the end of the pickup day.

Waste Management will also pick up larger items on your regular trash pickup day if you contact them at least 48 hours in advance to make a reservation. There is an extra charge for this service.

Blue-cart permissible recyclables include:

  • flattened cardboard boxes
  • cardboard containers such as milk and juice cartons
  • paper
  • metal food and beverage cans
  • plastic bottles and containers
  • glass bottles

All must be reasonably clean and free of food waste.

The following are not recyclable via Waste Management in the blue cart:

  • plastic bags
  • plastic wrap
  • food and liquid waste (use the organic waste green cart for food waste)
  • green waste (use the organic waste green cart)
  • aluminum foil
  • Styrofoam containers and packaging materials
  • flexible packaging like chip bags and juice pouches
  • plastic cups with wax or plastic coatings
  • scrap metal
  • misc. household items
  • medical waste

The following items belong in the green organics waste cart:

  • Fruits & Vegetables
  • Meat, Poultry, Fish & Shellfish
  • Dairy, Eggs (including shells) & Cheese
  • Bones
  • Bread, Dough, Pasta & Grains
  • Food-Soiled Paper, Coffee Grounds, Filters & Napkins
  • Yard Waste (leaves, berries, plant and tree trimmings, etc.)

The Cliffs
